This verse was confirmation to Paul that his missionary journey was not ending in Jerusalem. God stood beside Paul and gave Paul a certified guarantee--A Promise. (My intrepretation of what God said) "Paul don't listen to what you are being told, don't look at what you are going through. I promise. You WILL survive this AND you got some more work to do for me in Rome." .
It did not matter what others said to Paul. It did not matter what the situation looked like. God's plans for Paul were NOT complete.
This verse says to me that my future, my steps are ordered by the Lord. I am not finished with God's work UNTIL GOD SAYS I am finished.
